- Black pepper powder - 1/2 tsp
- Red chili powder (optional) - 1/4 tsp
- Salt - to taste

Instructions
Step 1: Prepare the Dough
- In a small bowl, mix yeast, sugar, and warm water. Let it sit for 5 minutes until frothy.
- In a large bowl, combine flour, salt, and yeast mixture. Add oil and knead into a soft dough.
- Cover the dough and let it rise for about 1 hour until it doubles in size.
Step 2: Make the Vegetable Filling
- Heat oil in a pan and sauté the garlic, ginger, and onion until fragrant.
- Add the chopped vegetables (carrot, cabbage, and capsicum) and stir-fry for 3-4 minutes.
- Add soy sauce, black pepper, red chili powder, and salt. Mix well and cook until the vegetables are slightly soft but not mushy.
- Let the filling cool completely.
Step 3: Assemble the Buns
- After the dough has risen, punch it down and divide it into 6-8 equal portions.
- Flatten each portion into a small circle. Place a spoonful of the vegetable filling in the center.
- Gather the edges of the dough and seal it tightly, shaping it into a bun.
Step 4: Bake the Buns
- Preheat the oven to 180°C (350°F).
- Place the buns on a baking tray lined with parchment paper. Cover and let them rest for 15 minutes.
- Brush the tops with milk or egg wash for a shiny, golden finish.
- Bake for 15-20 minutes or until the buns are golden brown.
